Part 5 SMS Consulting and Manual Support

An SMS manual is a starting point, not the whole Safety Management System. The system becomes useful when employees can report concerns, managers can assess risk and leadership can see whether controls work. MMM Consultations, LLC helps aviation organizations connect their safety documentation to practical, repeatable management processes.

Who this service is for

Part 5 SMS consulting is for Part 135 operators developing an SMS, improving an existing system or preparing their implementation evidence. Accountable executives, safety managers and operational leaders may need different kinds of support, from a focused manual review to a broader assessment of how safety processes work across departments.

We also discuss voluntary safety management support with ground handling organizations and other aviation businesses. Applicability and scope must be established for each organization. A Part 135 requirement should not be presented as automatically applying to every ground handler or repair station simply because the organizations work in the same aviation environment.

Start with the system you actually need

The FAA describes four SMS components: safety policy, safety risk management, safety assurance and safety promotion. Our work helps connect these components with the organization’s responsibilities, reporting routes and everyday decisions. The objective is a system proportionate to the operation, with processes that people can consistently use.

The FAA lists May 28, 2027 as the implementation deadline for Part 135 operators certificated before May 28, 2024. Other applicant and certification situations have different timelines. We establish the relevant status at the start of an engagement and use the FAA’s current guidance when planning milestones.

Typical gaps behind an unfinished SMS

A manual can describe a reporting process without explaining what happens after a report arrives. A risk register can record hazards without documenting who owns the controls. Training can explain terminology while leaving supervisors uncertain about when to escalate a decision. These are implementation gaps, even when the paperwork appears complete.

We help examine the links between reporting, assessment, action and follow-up. The question is whether the organization can show how a safety concern led to a decision and whether the result was reviewed. That evidence is more useful than adding pages that repeat concepts without defining workable responsibilities.

What the work can include

Deliverables may include an SMS gap assessment, implementation plan, manual revisions, responsibility mapping, hazard-reporting forms and a practical risk-assessment workflow. Safety assurance support can help define follow-up checks, management review inputs and a useful approach to tracking corrective actions. Safety promotion work can connect the revised processes to communication and training.

The scope should identify which documents will be produced, which existing processes will be reviewed and what support is included during implementation. We can also help align related emergency response planning and operating documentation so the safety system does not contradict instructions elsewhere in the organization.

Prepare your team for implementation

A useful engagement starts with leadership expectations, the operating model and an honest picture of current practice. After reviewing the available evidence, we identify priorities and develop a sequence that the team can sustain. Employees need to understand how the process affects their work, while management needs a way to evaluate whether it is being used.

MMM Consultations, LLC is based in Orlando and supports aviation organizations nationwide in English and Spanish.
