TSA Aviation Security Program Consulting

Security compliance depends on people understanding their responsibilities and following the operator’s applicable program. MMM Consultations, LLC helps aviation organizations organize security administration, training and supporting records so that the program works consistently through staffing changes, operational growth and day-to-day demands.

Who this support is for

This service is for aircraft operators and aviation managers seeking support with applicable TSA security programs and the responsibilities of an Aircraft Operator Security Coordinator. It may be appropriate when a coordinator takes over the role, a program needs a structured review, or management is preparing for an inspection or internal audit.

The Twelve-Five Standard Security Program, or TFSSP, is one area of support. The applicable program depends on the operator and its activities. The initial consultation establishes that context before work is scoped. We do not assume that every Part 135 operation has identical security obligations or that an airport credentialing process replaces an operator’s own responsibilities.

Move beyond a list of acronyms

A website list of TFSSP, AOSC, CHRC and SIDA does little to explain what support looks like. In practice, the work involves clarifying ownership, keeping records organized, maintaining appropriate document control and making sure personnel understand their assigned tasks. Each process should have an identified owner and a clear route for questions or changes.

An operator can face difficulties when several departments share a responsibility without a defined handoff. Another risk is allowing old training material or outdated contact information to remain in circulation. We help identify these administrative weaknesses and develop a manageable approach to correcting them.

What an engagement can deliver

Depending on the agreed scope and authorized access, deliverables can include a security program gap assessment, an administrative action register, document-control improvements, training material review and support organizing inspection evidence. AOSC support can address role clarity, communications and the coordination of recurring program responsibilities.

We can also help review how operator responsibilities intersect with airport access and credentialing procedures. The aim is to reduce confusion between related processes and document the handoffs that matter. Specific program requirements remain tied to the operator’s current authorized materials and instructions from the relevant authority.

Handle sensitive program information appropriately

A public service page is not the place to reproduce restricted security procedures. Detailed work involving Sensitive Security Information requires appropriate access and handling. An initial inquiry should describe the business problem without attaching security programs, screening procedures, credentialing records or other sensitive operational material.

Before reviewing protected information, we agree on the scope, who needs access and the appropriate process for sharing it. Recommendations are then developed in the context of the operator’s applicable program. General internet guidance cannot replace controlled program documents or directions issued to the operator.

Build continuity into the program

Security administration should remain understandable when an employee is absent or responsibility changes hands. We help connect the written procedures to training, records and management oversight, with attention to how changes are communicated. A practical action plan identifies what needs attention, who will address it and how the organization will confirm completion.
